He has written widely about cosmopolitanism, nationalism, internationalism, the history of international law, and about the history and the future of the European Union. His most recent publications include The Enlightenment – and Why It Still Matters (Random House, 2013), The Burdens of Empire: 1539 to the Present (Cambridge University Press, 2015), The Pursuit of Europe: A History (Oxford University Press, 2022), and Beyond States: Powers, Peoples and Global Order (Polity Press, 2024). He has also written for The New Republic, The National Interest, The New York Times, El Pais, Il Sole 24 Ore (Italy), the London Review of Books, the Times Literary Supplement, and the Literary Review. </p>
